Importing Puzzle Cards into the United States
With the new tariffs in place around imports into the USA, we wanted to clarify some of the requirements and how they specifically apply to ordering puzzle cards.
You have a responsibility as an importer to provide “reasonable care” - which means to provide correct information on the country of origin, tariff classification, and valuation of the items you are importing.
Tariff Requirements
From 5 April 2025, Australian-manufactured goods valued over US$800 are subject to a tariff of 10% on import into the United States via Postal services.
There is no change for Australian-manufactured goods valued at, or under US$800 sent via postal services from Australia to the US.
Valuation is done on the cost of the goods, excluding shipping.
Valuation is done on what you pay for the goods, not on the end retail price that you intend to sell them for.

Valuation: See invoice - Only orders of stock exceeding US$800 will incur a 10% tariff.
Country of origin
Defined as the country where the product underwent its essential transformation for its end-use as an end product. Puzzle cards are printed in Australia, so the source of the paper and ink is not a relevant consideration.
Tariff Classification
Puzzle cards are considered “Birthday cards” and are classified under the internationally recognised Harmonized System (HS) code of “4909.00”.
Valuation of the items you are importing
Valuation is done on the cost of the goods, not on shipping.
